India and Brazil have entered into a Memorandum of Understanding to strengthen bilateral cooperation in digital public infrastructure (DPI), AI, and emerging tech, expanding their reach and power through multilateral channels such as BRICS, G20, GPAI and UN SDGs. The partnership bolsters India’s digital tech diplomacy while also embedding Brazil as a valuable and strategic partner for shaping double, inclusive digital governance around the world.
The MoU specifies commitments to execute collaborative initiatives—pilot programs, capacity building programs, and institutional collaboration—in the pursuit of interoperable, open and scalable DPI systems aligned with the governance frameworks of both nations.

During an official visit to Brazil for the 2025 BRICS Summit, the two countries reaffirmed their strategic partnership with a roadmap in five sectors: defence & cybersecurity; sustainable energy & biofuels; digital transformation & emerging tech; industrial partnerships; and food/agricultural partnerships.
India and Brazil will meet at the level of the Joint Commission on Scientific and Technological Cooperation under the tech cooperation pillar, to foster cooperation in digital governance, quantum technologies, renewables, and space technologies. They also committed to better coordination in global forums on things such as AI governance and digital trade policy.
This partnership fits into a larger frame of South–South cooperation that can be described as integrating technology, including areas such as DPI, AI policy, and creating a startup ecosystem simply due to the shared values of equity, privacy and inclusive innovation.
