Ukraine has unveiled its first state infrastructure for AI development, the AI Factory, alongside plans to create a national large language model (LLM), as announced by Mykhailo Fedorov, Vice Prime Minister for Innovation, Education, Science, and Technology Development and Minister of Digital Transformation. The initiative aligns with Ukraine’s goal to rank among the top three countries for AI development by 2030, as outlined in the WINWIN Ukrainian Global Innovation Strategy.
“Soon, Ukraine will have the most modern hardware and software in the world for training and operating our state AI services,” Fedorov stated. “Requests in state AI services will be processed faster, and most importantly, our data will remain within the country. This is critically important for the technological security of Ukraine.”
The AI factory includes superior computing clusters, including GPUs, water-cooled server rooms, storage systems, and model training, deployment and data management software tools. It is synchronized with the national registries that receive high-quality information and provides training programs to specialists to create AI solutions that could be used in the sphere of public and defense.

The national LLM, developed in partnership with Kyivstar, Ukraine’s largest mobile operator, will be trained on Ukrainian data, including history, scientific research, and public materials, while adhering to intellectual property laws. Authors can donate works to enrich the model’s cultural context. “Ukraine is collecting uniquely rich battlefield data unlike any other nation and can leverage an LLM to process it and generate battlefield insights. This is critical from a security perspective,” Fedorov noted.
Kyivstar will lead operations, providing computing resources and financing without state budget funds. A Coordination Committee, Technical Board, and Ethics Board will oversee strategy, architecture, and ethical data use. The LLM will be accessible to public institutions, research bodies, and businesses, with plans to open-source it after testing.
The AI Factory supports AI-powered tools, including an assistant on the Diia portal, tools for regulatory analysis, and defense-tech applications. The Ministry of Digital Transformation is also drafting a National AI Strategy, targeting completion by year-end.
Fedorov emphasized, “Together, our goal is to build a high-quality, scalable model within approximately nine months.” This initiative strengthens Ukraine’s digital sovereignty, enabling secure AI solutions for citizens, defense, and public services.
