The United Arab Emirates, Malaysia, and Rwanda have signed a landmark strategic partnership to accelerate the adoption of AI across the Global South. The collaboration falls under the Centre for the Fourth Industrial Revolution (C4IR) global network and is aimed at fostering ethical AI development, responsible governance, and equitable access to emerging technologies.
The Memorandum of Understanding (MoU) was formalized in the presence of His Excellency Omar Al Olama, UAE Minister of State for Artificial Intelligence, Digital Economy, and Remote Work Applications, and His Excellency Gobind Singh Deo, Malaysia’s Minister of Digital.
A central focus of this partnership is the expansion of the C4IR AI Fellowship Program. Initially launched by the UAE and Rwanda at the World Economic Forum in Davos in 2024, the program has served as a knowledge-sharing platform for AI experts and policymakers. With Malaysia now joining, the initiative will strengthen international cooperation by enabling talent exchange, joint research projects, and the creation of AI governance frameworks tailored for the Global South.

The collaboration reflects the increasing demand of inclusive contribution to the evolution of AI. With developing countries in the lead of policy and innovation, the contract will lead to the realization of the optimist benefits of AI to countries other than those which are advanced economically.
The Global Centre for the Fourth Industrial Revolution Network continues to serve as a collaborative platform, bringing together governments, industries, and civil society to harness emerging technologies responsibly while mitigating associated risks.
This three-country collaboration shows the interest in responsible AI governance and innovation-driven growth of the UAE, Malaysia, and Rwanda as developing regions.
